WELCOME ADDRESS OF THE LAGOS STATE HONOURABLE COMMISSIONER FOR SPECIAL DUTIES AND INTERGOVERNMENTAL RELATIONS AT THE YEAR 2025 LAGOS STATE OCCUPATIONAL SAFETY AND HEALTH CONFERENCE HELD ON TUESDAY, 7TH OCTOBER, 2025 AT THE ORIENTAL HOTEL, VICTORIA ISLAND, LAGOS.

It is with great pleasure and a deep sense of responsibility that I warmly welcome you all today to the Y2025 Lagos State Occupational Safety and Health Conference. As we gather for the third edition, this conference remains a very important platform for key stakeholders committed to building a safer, healthier and more resilient Lagos.
The theme of this year’s conference
“Occupational Safety and Health (OSH) as a catalyst for nation Building” remains apt as we strive to attain a 21st century economy.
As a megacity with over 20 million residents, Lagos remains the hub for commerce, tourism, entertainment, culture and innovation. However, this activities are associated with complexities and unique challenges. The Occupational and general public safety remains a top priority to the State Government. Every Lagosian, deserves to live, work, and move freely without any fear.
This annual conference, organized by the Lagos State Safety Commission, has grown to become not just an event but a forum for intellectual discourse even as the construction sector continue to grow on a daily basis. This conference has become a platform to host leaders of thought, Safety practitioners, policy makers, and industry players who come together to exchange ideas, review progress, and to chart pathways for safer workplaces and safer communities.
Distinguished Ladies and Gentlemen, the consistency of holding this conference every year underscores the importance that the Lagos State Government, under the visionary leadership of Mr. Babajide Olusola Sanwo-Olu, places on the safety and well-being of every resident of our State.
The Ministry of Special Duties and Intergovernmental Relations, and the agencies under it namely, the Lagos State Emergency Management Agency (LASEMA), Lagos State Fire and Rescue Service (LSFRS), Lagos State Neighbourhood Safety Agency (LNSA), Lagos State Command & Control Centre and the Lagos State Safety Commission, have remained steadfast in delivering on our mandates. Together, we have constituted a robust safety architecture designed to prevent accidents, swift response to emergencies, protection of lives and properties all in a bid to ensure that Lagos remains.

FACTORIES OVER SAFETY INFRACTIONS
Distinguished Ladies and Gentlemen, I like to remind you that since the inception of the present administration, our Ministry and agencies have recorded remarkable milestones. We have enhanced emergency response times; the Lagos State Emergency Management Agency LASEMA has strengthened its disaster preparedness and response mechanisms, ensuring timely interventions in crisis situations. The Lagos State Fire and Rescue Service has expanded its coverage and capacity with modern equipment and training, enabling our fire-fighters to confront emergencies with greater efficiency. Also the Lagos State Neighbourhood Safety Agency (LNSA) has enhanced safety and security at the grassroots level through the community policing efforts. The Lagos State Command and Control Centre has improved emergency response times through improved coordination and digital innovations. Furthermore, the Lagos State Safety Commission has intensified workplace safety inspections, audits, and public sensitization campaigns that have reduced workplace accidents and promoted a culture of safety across all sectors of the economy. These achievements reflect our collective resolve to keep Lagos safe, secure, and sustainable.
Government alone cannot achieve this vision. Safety is a shared responsibility. I therefore call on every Lagosians—workers, employers of labour, , community and religious leaders and residents —to embrace safety as a personal and collective duty. Let us remain vigilant, proactive, and committed to preventing avoidable accidents. Together, we can create a culture where safety is not an afterthought, but a way of life.
Let me assure that we recognize the critical roles of private sector partners, NGOs, community leaders, faith-based organizations, and the international community. Collaboration is the bedrock of effective public safety. We welcome technical support, investments in safety infrastructure, and community-based programs that strengthens resilience.
Permit me at this juncture to specially recognize and appreciate the presence of our esteemed guests: Members of the International Community, Representatives of the Diplomatic Corps, Captains of Industry, Safety Professionals, Leaders of Labour Organizations, and indeed all stakeholders gathered here today. Your commitment and contributions continue to enrich this conference and drive its success.

May the deliberations of this conference inspire bold actions, new partnerships, and enduring solutions that will make Lagos safer for generations to come.
